You cannot prioritize any group of things until you have put them all into the same scale.  That’s what a score does.

In some situations, especially economic ones, it is possible to “price out” the problem by equating every attribute with a dollar value.  Then the score becomes an economic value derived from separate consideration of each attribute.  As we will see, pricing out (which is a special case of a weighted sum of scores procedure) is not always possible to do.
